Licensing Review

GILF supports the adoption of information management practices that: 

  • make it easier for users to understand what they can do with public sector information

  • make it easier for government staff to make appropriate licensing decisions

  • manage the legal risks associated with making public sector information available.

The Licensing Review asks users a series of questions about their material: its original content and content derived from other sources. It helps to identify the ownership of intellectual property within the material in addition to other legal and policy considerations, such as privacy and confidentiality. 

 The Licensing Review is divided into three basic steps: 

  1. answering questions about the original content in the material

  2. answering questions about the components (or inputs) of the material

  3. determining the type of licence to apply to the material.

This streamlined method provides the reviewer with a selection of appropriate GILF Licences with which to license their material. 

 

There are seven GILF licences: six open content (Creative Commons) licences and a GILF Restrictive Licence. Each has its particular usage rights and restrictions – but the GILF policy highly recommends that, where possible, the least restrictive licence be used for licensing public sector information.

 

All GILF licences are provided in plain English, Licence Deed and Legal Code formats. When applied to a document, web page or other form of publication, GILF licences are represented by a licence badge that contains a link to the Licence Deed.

 

The Licensing Review also allows the reviewer to print or save PDF files that record their progress at various times. The “License Review Progress Report” provides an interim report and the “Licensing Review Summary Report” is a record of the final Licensing Review for the material under review. 

 

Upon selection of the appropriate licence for the material under review, the Licensing Review also provides the facility to download a metadata file that describes the licensed product for use in content management, knowledge management and information management systems. This metadata is provided in a format that is consistent with the mandatory elements of the Australian Government Locator Service Standard (AGLS).

 

GILF does not interfere with or displace your organisation’s publication approval process. However, it may be useful to include the Licensing Review Summary Report provided at the end of the process when seeking approval to publish the material.
