Who developed GILF?
 

In 2005, the Queensland Spatial Information Council (QSIC) saw the need to update information licensing practices within the Queensland spatial information industry to remove restrictions on the flow of information across the economy and society and to foster innovation through the re-use of information.
 

QSIC comprises all sectors of the Queensland spatial information industry that meet as equal partners to assure its progress and success. QSIC members subscribe annually to provide resources for the Queensland Spatial Information Office (QSIO) and to advance priority projects. As at the beginning of March 2009, QSIC comprises:
 

Industry – Australian Spatial Information Business Association (ASIBA);
 

Natural Resource Management Groups – Queensland Regional Natural Resource Management Groups Collective);
 

Professions – Spatial Sciences Institute (SSI);
 

Universities – Australian Spatial Information Education and Research Association (ASIERA);
 

Local Government – Local Government Association of Queensland (LGAQ); and

 

Queensland Government Departments:

  • Department of Natural Resources and Water (QSIC Chair)

  • Department of Education and the Arts

  • Department of Emergency Services

  • Department of Infrastructure and Planning

  • Department of Main Roads

  • Department of Public Works (including CITEC)

  • Department of Primary Industries and Fisheries

QSIC also participates in national and international initiatives through membership of the Australia New Zealand Land Information Council (ANZLIC).

 

 

GILF project team


A small project team co-located with the Queensland Spatial Information Office in the Office of Economic and Statistical Research (OESR), Queensland Treasury, commenced exploratory research in 2005. It identified the potential application of Creative Commons licences to government information, consulting with information providers and users, and collaborating with research partners. The team developed a framework and finally undertook a trial to apply it to OESR information in 2008.

 

During the development of GILF, over 140 presentations were provided to government and industry audiences across Australia. The Faculty of Law, Queensland University of Technology and Creative Commons Australia also presented information about GILF to various international conferences and meetings. This helped to raise awareness in the value of the framework.

 

Growing interest and further funding

 

The project has attracted wide interest and received financial support from a range of sources:

 

QSIC established the initial research (Stage 1, 2005)

 

OESR has provided significant in-kind support for project management and project officers (Stages 1–4, 2005–08)

 

Queensland University of Technology (QUT) Faculty of Law (OAKLaw project, Creative Commons Australia) has provided significant research and in-kind support (Stages 1–4, 2005–08)

 

Queensland Department of Public Works through the Queensland Government’s ICT Innovation Fund (Stage 3, 2007)

 

Cooperative Research Centre for Spatial Information (CRC-SI) Project 3.05 (Stages 3–4+, 2007–10): QUT Faculty of Law, Queensland Department of Natural Resources and Water (NRW), Western Australian Land Information System (WALIS), and the Australian Bureau of Statistics (ABS).
