GILF Policy

The Queensland Government GILF Policy

In March 2010 the Queensland Government Chief Information Officer released the GILF Government Enterprise Architecture, which includes:

  1. Policy on Government Information Licensing Framework

  2. Position on Government Information Licensing Framework

  3. Guidelines on Government Information Licensing Framework.

Queensland Government Agencies must follow the GEA GILF policy, position and guidelines when licensing information products. Approval must be sought with the Chief Information Officer for exemptions or extensions on implementation. 
 

The following requirements provide a high level set of reference points for the longer term. It is envisaged that agencies will adopt and expand on the statements within the ‘Requirements’ component to reflect their specific circumstances. 



Policy Requirement 1: Apply the GILF to license information products


As a minimum, agencies must:

  • ensure that new information products are licensed with one of the GILF licences

  • apply the broadest or least restrictive use rights that are legally and operationally applicable to information products

  • ensure that employees in information management roles are provided with information and training to license information products

  • ensure that information about licensing is accessible to all employees

  • ensure that copyright statements on websites reflect the inclusion of licensed information products.

Policy Requirement 2: Make explicit the legal uses of Queensland Government information products


As a minimum, agencies must ensure that information about GILF is available to users to enable them to understand Queensland Government’s use of GILF, the Creative Commons licences and the Restrictive Licence and to recognise licence badges and other licence markings.
 

GILF Policy benefits


The implementation of GILF in Queensland will:

  • standardise the licensing of information products across government

  • ensure agencies understand the extent and nature of required licensing arrangements

  • assist in implementing wider information management strategies

  • make explicit to users who access Queensland Government information products the legal use of the information products

  • be a key enabler in the new Right to Information “push” policy.
