Queensland Government Population Projections to 2056 3rd Edition 2008
Overview
The Office of Economic and Statistical Research (OESR), Queensland Treasury conducted a licensing review on the 3rd edition of the publication “Queensland Government Population Projections to 2056 3rd Edition 2008”. The publication is an 8-page document that summarised the Queensland population projections and provided an outlook from 2008 through to 2056.

Original content comprising the low, medium and high series assumptions for Queensland Government population projections 2008. The Population Projections Working Group was responsible for the preparation of the Queensland Government population projections for Queensland and Statistical Divisions in 2008. Membership of this group included personnel from Queensland Treasury (the Office of Economic and Statistical Research), the Department of Infrastructure and Planning (the Planning Information and Forecasting Unit) and the Department of Communities.

In this case, there was the potential issue as to whether the arrangement between OESR and the Queensland Centre for Population Research allowed the Queensland Government to use the POPSTAR model into the future.
This case highlights the importance of referring back to any original contracts, agreements or licences to ensure that all agreements cover long-term usage, and all licensing terms are respected.

2. Identification and review of restrictions applicable to the original content
The licensing review of the Queensland Government Population Projections involved a review of the original content, which determined that there were no restrictions on OESR to publish the original content on behalf of the Queensland Government on its website.

A CC-BY licence was applied to this original content.
3. Identification of the input sources used in the creation of the material
The inputs used in the publication are:

4. Identification and review of publishing restrictions that apply to inputs
The licensing review of the first three inputs determined that there were no restrictions on OESR’s ability to publish the publication incorporating these 3 inputs.


However, in reviewing the final input, OESR was presented with a licensing issue. A collaborative agreement was in place between OESR and QCPR, and there was a potential question as to whether the arrangement provided a long-term licensing solution.

In this case, OESR needed to negotiate an extension of the agreement with QCPR to ensure long-term use. The POPSTAR input could then be included in the publication. This example highlights the importance of revisiting contracts to ensure that no publishing restrictions exist, either now or into the future.

5. Selection of GILF Licence
As the original content was licensed CC-BY, and inputs to the publication were found to have no publishing restrictions, OESR were able to select from the full suite of GILF licences.
OESR chose to apply the preferred CC-BY licence to this publication in accordance with the GILF policy of licensing public sector material under the least restrictive terms, thereby encouraging its re-use.
