GILF Stage 2 involved extensive consultations with state, federal and local government agencies and the private sector. These consultations resulted in a recommendation that state government agencies trial a move to an information licensing framework based on Creative Commons (CC) for qualifying information where no issues of privacy, confidentiality or other legal or policy constraints apply. Pilot agencies were identified for implementation of the Government Information Licensing Framework (GILF).

 

The “GILF Stage 2 Report, Government Information and Open Content Licensing: an Access and Use Strategy” sets out:

  • Open content licensing and information management principles being developed nationally and internationally.

  • A gap analysis undertaken between various existing non-standard licences in use and the Creative Commons licences.

  • The review undertaken of the digital rights management (DRM) component of the GILF to electronic tag licensed data.

  • A roadmap to implement the framework in pilot agencies. A preliminary draft toolkit is included to assist with pilot agency implementation including addressing policy, technology and legal issues.

This report was accepted by QSIC at its meeting on 30 August 2006 with a statement of support for continuation to Stage 3. Given significant Australian and international interest in Creative Commons and its potential application to Public Sector Information, the then Queensland Government Deputy Premier and Treasurer, Ms Anna Bligh, approved its wide publication.
