Surface Water Database and its Products in Queensland Department of Environment and Resource Management

Overview


In April 2008, the Department of Environment and Resource Management (ERM), then the Department Natural Resources and Water (NRW), examined its Surface Water Database and Products.

The products associated with this database included:

  • water Streamflow Database available online

  • historical data and reports available online.

These materials are available via the ERM website and available to the general public. To encourage their re-use, ERM decided to licence the materials under a GILF licence and conducted a licensing review of these materials.

Licensing Review


1. Identification of material to be licensed

 

In this case there are two materials that have been licensed, which have identical restrictions, and are both published via the website.

2. Identification and review of restrictions applicable to the original content

 

The licensing review of the Water Streamflow Database involved a review of the original content which determined that there were no restrictions on the publishing of the original content via the website.

3. Identification of the input sources used in the creation of the material

 

The inputs to the material to be licensed included historical data collected by ERM via different methods (recorded by ERM officers then later automated by telemetry).
 

4. Identification and review of publishing restrictions that apply to inputs

The licensing review of the inputs determined that as there were no restrictions on the publishing rights of ERM to publish the un-verified telemetry data on water stream flow data.

5. Selection of GILF Licence


As the original content could be licensed CC-BY, and inputs to the material were found to have no publishing restrictions, ERM were able to select from the full suite of GILF Licences.

The Department of Environment and Resource Management has chosen to apply the preferred CC-BY licence to their Surface Water Database, in support of the GILF Policy of licensing Public Sector Information under the least restrictive terms to encourage its re-use.
